The first step in solving this puzzle requires identification of each fish species represented by the pictures. From top to bottom and left to right:

    Cat
    Lemon
    Rainbow
    Sword

    Saw
    Zebra
    Pineapple
    Beard

    Glowlight danio?
    Madusa
    Bone
    Angel

    Fire
    Dog
    Clown
    Monk

Next, notice the number of bubbles vary by each fish. If we take the letter from each fish name corresponding to the number of bubbles, another fish type is spelled out. For example, Cat has 3 bubbles so pick the third letter C. Doing so for each tank, we get:

    Toad
    Sand
    Lung
    Rock

To this point the tank numbers 1 through 4 have not been used. Let's pick the letter corresponding to the tank number. Doing so reveals the puzzle's answer TANK. FISH TANK

The type of fish represented by the building is still not clear. After solving the puzzle and working backwards, the second letter must be and L, so going with Glowlight Danio.
